Can grandparent obtain rights to visitation?

A: In some cases, grandparents and great-grandparents may be eligible for visitation rights when the visitation would be in the best interest of the child and one of the following is true:

1. The marriage of the parents has been dissolved for at least 3 months;
2. A parent has been deceased or missing for at least 3 months;
3. The child was born out of wedlock.
